
Portfolio Lead, Integrated Markets
Reporting to the Director, Integrated Markets, a Portfolio Lead oversees activities within the Integrated Markets program, supporting its strategic direction, and driving program management, stakeholder engagement, and process standardization. Working with other Portfolio Leads and surrounding team, this role combines program administration, project management, program design, evaluation, and partnership development. The successful candidate will bring a strong background in portfolio and program management, ideally within clean tech or sustainability sectors, with a focus on achieving high-impact, measurable outcomes. Familiarity with Innovate BC, the Integrated Marketplace program, and other funding programs is an asset.
Compensation: $95,000-$115,000
Reporting to: Director, Integrated Markets
Location: Vancouver or Victoria, BC
Work Arrangement: Hybrid role with a requirement to work in-office at least 2 days per week. Limited travel may be required.
Employment Type: 36-month contract
What You Will Be Doing
Program + Portfolio Management:
- Lead and manage an Integrated Markets program portfolio, ensuring all projects align with sustainability, productivity, and efficiency goals.
- Support day-to-day program administration, including data collection, milestone tracking, and comprehensive reporting to measure and communicate program impact.
- Review and update best practices for program governance, creating effective systems for stakeholder engagement and transparent communication.
- Continuously refine program tools and metrics to ensure streamlined portfolio management and scalability.
- Build and maintain strong relationships with solution providers, BC technology innovators, government entities, and other key stakeholders.
- Identify opportunities for updated program refinement to support future expansion of Integrated Markets to align with evolving sustainability needs and opportunities within the BC innovation ecosystem.
- Support deployment of an evaluation framework to measure program impact against sustainability and productivity targets.
- Identify and secure potential funding and partnership opportunities to support program growth and advancement.
- Conduct in-depth analysis and share data-driven insights to refine portfolio operations and optimize resource allocation.
- Continuously stay informed about new programs and initiatives (provincial, federal, etc.) relevant to the Integrated Marketplace.
Process Development + Standardization
- Develop and standardize operational processes to optimize efficiency, accuracy, and overall portfolio effectiveness.
- Introduce continuous improvement practices and process automation to support Integrated Markets program growth and scalability.
- Support the creation of materials related to program governance, compliance, and external communication, including data-driven insights for stakeholders.
- Maintain CRM and research databases to ensure accurate, accessible information for program administration and reporting.

What You Will Need
Position Qualifications:
- Education: Bachelor’s degree in business administration, environmental science, public policy, or a related field; advanced degree preferred, engineering and/or other STEM degrees preferred.
- Experience: Minimum of 5 years in portfolio or program management, ideally within a granting agency, clean tech, or sustainability-focused environment.
- Sustainability & Program Design Expertise: Proven experience in designing and managing sustainability-aligned programs with measurable impact.
- Analytical & Process Skills: Strong proficiency in data analysis, program evaluation, and process improvement tools.
- Stakeholder Engagement: Ability to build and foster effective relationships with government agencies, industry stakeholders, solution providers, and internal teams.
- Communication & Administrative Skills: Skilled in developing internal and external communications, along with CRM and reporting system proficiency.
Preferred Qualifications:
- Project Management Certification (e.g., PMP) or process improvement certification (e.g., Lean Six Sigma).
- Experience managing government or non-profit funded grant programs, including compliance and reporting.
- Background in clean tech and sustainability regulations and industry standards.

- Provides guidance and support to team members, fostering a positive work environment while modelling Innovate BC’s culture.
- Proactively seeks advice and feedback from higher-ups to improve team performance and align organizational goals.
