Interim Chief Financial Officer (Fractional)

We are seeking an experienced CFO for a part-time position responsible to the CEO for strategic financial leadership. The CFO establishes financial policies and procedures, provides regular financial information to the CEO and the Agency’s Board Audit committee, and liaises with central agencies of government and the external auditor. The CFO also collaborates with and provides support to the CEO and executive team on other broader leadership initiatives.

The estimated time commitment will be on average ~1 day week, depending on the candidates’ experience.

Compensation$165,000 - $190,000 (will be pro-rated for part-time)
Reporting to: President & CEO
Location: Vancouver or Victoria, BC
Employment Type: Contract (6 month, fractional); hybrid work arrangement

Major Accountabilities

Financial Reporting + Administration

  • Provides direction, advice and guidance to the CEO on financial matters within and related to IBC.
  • Establishes procurement policies, and provides oversight of compliance with those policies.
  • Oversees the preparation of the annual budget and supporting documentation.
  • Establishes financial policies, procedures and standards in accordance with the requirements and direction of the CEO, applicable national and provincial legislation and generally accepted accounting principles.
  • Leads IBC’s audit process and liaises with IBC’s auditors during the planning and throughout the annual financial cycle.
  • Oversees preparation of detailed monthly executive reports to inform IBC’s leadership on financial position, resource allocation and risk profile.
  • Works with program leads at Innovate BC to develop annual spending plans and forecasts.
  • Provides detailed financial information to the Audit Committee of the Agency, prepares annual financial statements for approval by the Chairman of the Audit Committee and the Agency.
  • Maintains current awareness of developments in the fields of finance, budgeting, personnel, systems and administration as related to Crown agencies operating in the Province of British Columbia.
  • Liaises with the Ministry responsible for IBC, and applicable central government ministries in order to support IBC fulfill its reporting and compliance requirements.

 

Risk Management + Compliance

  • Establish and maintain IBC’s enterprise risk management framework, ensuring risks are identified, managed, and communicated effectively within the organization.
  • Reports to IBC’s CEO & audit committee on IBC’s enterprise risk management framework and support the development of the annual internal audit plan.
  • Lead IBC’s internal audit program and ensure timely response to internal audit findings.

 

Leadership

  • Contribute to the planning and execution of IBC’s strategic corporate agenda, including providing input to service plans and delivering the required service plan reporting.
  • Work with CEO on critical issues affecting the overall financial position of IBC over a multi-year period.
  • Oversee the finance team’s activities in financial reporting, tax, and investment valuations.
  • Provide leadership and overall supervision of the Finance team, including setting performance metrics, hiring, mentoring and staff development in adherence to the agency’s standards of conduct.
  • Ensures the standards of conduct for the Finance team is upheld.
  • Collaborates with and provides support to the CEO and executive team on other broader leadership initiatives.
  • Optional (depending on the candidate): CFO also supports human resource management services for the organization, which include policy development, compensation and benefits, hiring, performance and employee relations.
 

Qualifications

  • Membership in good standing with the Chartered Professional Accountants is essential.
  • Experience as a senior finance and accounting executive and demonstrated progression through accounting and senior management roles (7+years).
  • Post-secondary education in a relevant discipline
  • Expertise and experience (5+years) in budgeting, accountancy, performance management, and corporate risk management processes.
  • Expertise and experience (5+years) with external audits and internal compliance audit.
  • Experience leading multidisciplinary teams (5+years).
  • Knowledge of Public Sector Accounting Standards and all provincial and national legislation applicable to IBC.

 

Assets

  • Experience in working with government in a senior financial role.
  • Experience in working in an executive or c-suite role.
  • Interest in working with or within the innovation ecosystem.
  • Knowledge of financial risk management and enterprise risk management
